RFK Stadium Proposal Survey

The District is in the process of refining a deal with the Washington Commanders NFL team to return to DC with a new stadium. The ANCs working on this community engagement project are seeking feedback on the current proposal. Please take a couple minutes to express your initial views.
Brief Background: Mayor Bowser has negotiated a proposed agreement with the Commanders on a framework to bring the Commanders back to DC and build a new stadium at the old RFK site. Under the terms of the deal, the Commanders would invest at least $2.7 billion to build a roofed stadium that can be used year-round, together with related improvements, making this the single largest private investment in DC’s history. DC Government would invest approximately $1.1 billion for utilities and surrounding infrastructure, including parking garages for 8,500 vehicles to serve the stadium and other projects on the site.
The 65,000-seat stadium, expected to open in 2030, would occupy only 11% of the site. In addition to building the stadium, the project includes development of other land around the stadium as restaurants, entertainment venues, hotels, housing (5-6K units), a youth sports complex, recreation and green space, and recreation.

Critics argue that the July 14, 2025 deadline set by the Mayor for the Council to approve this deal, with no changes, lacks transparency and provides no opportunity for public comment and scrutiny. Some studies indicate that sports stadiums intended to spur economic development have mixed results. They often benefit team owners but in some cases fall short of projected revenues for municipalities. Similar economic development can occur without a stadium. People are also arguing that the DC Council should hold public hearings on the terms of the deal so everyone knows how this will be financed and what benefits District residents will get in return.
